WHISTLE BLOWING

Port Harcourt Electricity Distribution PLC otherwise known as ‘PHED’ is committed to establishing a culture of transparency, integrity and compliance in accordance with its ethical values and the tenets of corporate governance. The Whistle-blowing platform is designed to serve as a tool to assist employees of the Company and other stakeholders who believe they have or may have discovered illegal, unethical, or questionable practices including suspected or established actual financial crime, to communicate their concerns confidentially and without fear of reprisal

REPORTABLE CONCERNS

Below are examples of the type of matters that should be reported. However, the list is by no means exhaustive:

Fraudulent activity – for example: theft, falsification of records, over-invoicing and unlawful or improper payments;
Financial malpractice – which includes, but are not limited to: destruction of business or financial records, misrepresentation of financial information, non- compliance with financial reporting policies or controls, breach of procurement process, and Management override of controls and due process;
Inappropriate conduct or unethical behaviors – examples include: conduct, communications or actions involving punishment, harassment, or discrimination against individuals reporting a concern in good faith in accordance with this Policy; undisclosed conflicts of interest; corrupt practices including soliciting for or offering of bribe, extortion, injustice, nepotism, embezzlement or other improper benefits;
Employer or employee behaviour which is not in line with extant laws, regulations, the Company’s values, ethics, policies and/or procedures;
Actions and conditions constituting danger to the health and safety of others;
Abuse of Company resources/assets.
Energy theft and tampering/damage of Company’s equipment/infrastructure.

CONFIDENTIALITY

REPORTING CHANNELS

While employees and others are encouraged to communicate their concerns openly, as this enables broader investigation of the allegation, they may also communicate their concerns confidentially or anonymously. Confidential and anonymous submission of concerns can be made by:

Calling or texting the anti-corruption hotline on 08114646572. Whistle-blowers can equally submit their complaints via WhatsApp on same hotline (available on workdays from 8am to 5pm).
REWARD FOR WHISTLE-BLOWERS
A compensation package shall be made for a whistle-blower in the sum of 5% of any monetary recoveries made or sums saved on account of the report of such whistle-blower

The Port Harcourt Electricity Distribution Company, PHED, was constituted in 2005 after the unbundling of Power Holding Company of Nigeria, PHCN under Electricity Reforms Act 2005, precisely 31st March 2005.
